- Minimum Education:
- Masters or Doctorate degree required from an accredited institution in engineering,
science or other field relevant to the support area in which the individual is
performing.
- Minimum/General Experience:
- 25 years experience in general engineering or other field related
to the support area in which the individual is performing, to include
15 years of experience directly related to the area of information technology.
An additional 6 years of directly related experience may be
substituted for a degree not in a related field, making the requirements
25 general and 21 directly related experience. The experience
is to include a minimum of 5 years in a leadership capacity.
- Functional Responsibility:
- Applies an organization wide set of disciplines for the planning, analysis, design,
and development or building of information systems on an enterprise wide basis or
across a major sector of the enterprise. Performs enterprise strategic
systems planning, enterprise information planning, and business area analysis.
Performs process and data modeling in support of the planning and
analysis efforts by using both manual and automated (integrated computer-aided
software engineering tools. Develops and applies organization wide
information models for use in designing and building integrated shared software
and database management systems. Assists in establishing standards
for information systems procedures. Applies reverse engineering and
re-engineering disciplines to develop migration strategies and planning
documents. Has experience in information systems development,
functional and data requirement analysis, systems analysis and design, programming,
program design, and documentation preparation.
