andyAndy Bevilacqua, Ph.D: CEO/CTO

Dr. Bevilacqua started Bevilacqua Research Corporation in 1992. He has a B.S. in Physics/Mathematics, an M.S. in Solid State Physics, and a Ph.D in Cognitive Psychology. Before starting BRC he was at Nichols Research where he started the successful low observables Directorate. He is a known authority on military camouflage, concealment and deception, cognitive load, and artificial intelligence. Dr. Bevliacqua is an active blogger and you can read his postings on BRC's blog.

joJoAnn Bevilacqua: Chairman of the Board of Directors

Ms Bevilacqua has an associates degree in business and worked in her family business for 14 years before she moved to NASA to work for another 12 years there. She joined the company as President in 2010 after the successful buy-out of the previous President.

buckJames (Buck) Buchanan: President/COO

James F. (Buck) Buchanan, Jr. is President, Chief Operating Officer (COO) and Member of the Board of Directors (BOD) of Bevilacqua Research Corporation (BRC). Mr. Buchanan brings a wealth of technical and management skills to BRC with over 30 years of experience as U.S. Government employee and support contractor for the Department of Defense (DoD). Mr. Buchanan’s technical expertise includes systems acquisition, engineering, research, development, test, deployment, and sustainment of DoD Range Instrumentation and Air Combat Training Systems. Eight years of this experience includes DoD systems engineering and acquisition support for several Foreign Military Sales customers around the globe. Mr. Buchanan’s previous management experience includes contract and program management, financial management and personnel management of numerous projects and task orders. Mr. Buchanan joined BRC in 2010 as Director of the Weapons Systems Services Directorate. In that role, he was responsible for a portfolio of programs that included the Technical Acquisition Engineering Support (TEAS) 6 contract at Eglin Air Force Base, FL; the PEO Soldier Systems Engineering and Technical Assistance contract at Fort Belvoir, VA; and the Research Operations Support Services (ROSS II) contract at Edwards AFB, CA. In 2014 Buck was promoted to his current role as President/COO, and is accountable to the CEO and BOD for overall corporate performance, including operations, strategic planning and development and implementation of the short-term, mid-term and long-term strategic objectives of the company. During his tenure, Buck has guided BRC through exponential growth in revenue, employee count and profitability, scaling operations to successfully manage BRC’s evolution as a company. Mr. Buchanan continues to successfully manage our relationships with internal and external clients, corporate financial partners, and government customers and regulators, including the IRS, DOL, DCAA and DCMA. Mr. Buchanan was responsible for improving corporate operations’ policies, processes and procedures, steering BRC to successful ISO 9001:2008 certification in 2013 and ISO 9001:2015 certification in 2016. As capture manager/proposal architect, Mr. Buchanan has been directly responsible for proposals resulting in prime contract awards approaching $200M in contract value. Buck holds a BS degree in Civil Engineering from the University of South Alabama, and a MS degree in Engineering Management and Certificate in Technology Management from the University of South Florida.

kenKen Scott: CFO

Mr. Scott has over 30 years experience in business operations in commercial, defense, and aerospace. Extensive background in strategic business planning and development, marketing intelligence, proposal preparation, contracts and program management, business processes review, and cost analysis. Experience also includes a broad knowledge of Federal Government contracting; procurement methods, processes, FARS, and Agency supplements, international business, export control, licenses, and technology transfer agreements. 

Ken has been with BRC for 16 years. He is a key player in the organization and writing of BRC proposals.

rowlanRowlan Bevan: Vice-President of Research & Technology Management

Rowlan Bevan joined BRC in 2010 after a 32 year career as a test & evaluation specialist in civil service at Eglin Air Force Base. His last assignment was as the Air Force representative to the JT&E program where he was responsible for generating test nominations for the Air Force.

His responsibilities at BRC include managing the Research and Development business sector as well as developing a CYBER capability within the corporation.

larryLarry E. McNew: Vice President, Systems Engineering and Test

Larry McNew is Vice President of the BRC Systems Engineering and Test Business Unit. This includes responsibility for the Air Force Technical and Management Advisory Services (TMAS) Task Order Contract which provides professional engineering and technical services and non-technical management support to the Air Force Test Center (AFTC) for Research, Development, Test and Evaluation (RDT&E) activities at multiple locations for over 16 aircraft types and a variety of C4ISR/Cyber systems. In this capacity, he ensures compliance with contractual requirements and that program decisions are responsive to changing requirements and expedited efficiently without degrading service delivery or program performance. He assists Program Managers in terms of responsibility for meeting environmental, safety, and health concerns; setting company goals and objectives; conducting self-assessments; and maintaining external relationships. Mr. McNew retired from the USAF with over 30 years of service. Duties and experience included medic, RF-4C weapon systems officer, acquisition program manager, Joint Specialty Officer, and test and evaluation.
